The theme of this year’s celebration is 100 years of Naval Aviation. The event will take place at Wright Brothers National Memorial; park entrance fees will be waived for the day.&lt;br /&gt;&lt;br /&gt;The observance will launch at 8:30 a.m. with a patriotic musical prelude by the Northeastern High School Band from Elizabeth City, NC. The formal program begins at 9 a.m. in the First Flight Pavilion, with opening marks from the President of the First Flight Society Geneva Perry, followed by the Presentation of Color by the U.S. Coast Guard Cape Hatteras Group.&lt;br /&gt;&lt;br /&gt;Nags Head Elementary School students participating in the Wright Flight academic achievement program will lead the Pledge of Allegiance. Zene Fearing, 1st Vice President of the First Flight Society, will introduce this year’s guest speaker, Vice Admiral William E. Gortney, U.S. Navy, Director of the Joint Staff, The Pentagon. Peter Jakab, Associate Director, Division of Aeronautics, Smithsonian Institute will pay tribute to David Sinton Ingalls this year’s inductee into the Paul E. Garber First Flight Shrine. David Ingalls was the first and only Navy flyer in World War I. Flying Sopwith Camel planes, Ingalls scored six air victories to become the Navy’s first ace.&lt;br /&gt;&lt;br /&gt;A Naval Aviation Flyover will pay tribute to the Wright brothers and the Centennial of Naval Aviation starting at 10:35 a.m. - the documented time of the Wrights’ first flight.&lt;br /&gt;&lt;br /&gt;At 11:00 a.m. there will be a wreath-laying ceremony to honor the Wright Brothers and the witnesses of the first flight at the location where the flight occurred in 1903. This program segment will start at the Wright Brothers Visitor Center.&lt;br /&gt;&lt;br /&gt;At 11:15 a.m. a General Aviation Flyover will pay tribute to the Wright brothers and their achievements.&lt;br /&gt;&lt;br /&gt;The park’s museum exhibits and activities throughout the day will provide an atmosphere of enjoyable learning about one of the greatest inventions of the 20th century. The Cape Hatteras Lighthouse will be open for climbing from 9 a.m. to 5 p.m. daily; tickets are sold from 8:15 a.m. to 4:30 p.m. Children must be at least 42” tall to climb the lighthouse. The last day to climb the lighthouse is October 10th.&lt;br /&gt;&lt;br /&gt;During the fall season, the Outer Banks Group parks will offer a variety of ranger-led programs. All programs are free.&lt;br /&gt;&lt;br /&gt;From August 21st to October 30th, Fort Raleigh National Historic Site will be offering a program at the Earthen Fort on the History of Roanoke Island every day at 1 p.m. This program will be offered as staff is available and weather permitting. By completing a booklet and attending a program, kids can become a Junior Roanoke Ranger. Booklets are free and available at the visitor center.&lt;br /&gt;&lt;br /&gt;From August 21st to October 30th at the Wright Brothers National Memorial learn about the Wright brothers, their flight experimentation, and their success by attending a Flight Room Talk at 11 a.m., 1 p.m., or 3 p.m. daily. By completing a booklet and attending one program, kids can become a Junior Flight Ranger. Booklets are free and available at the visitor center.&lt;br /&gt;&lt;br /&gt;Programs are offered on all three island areas of Cape Hatteras National Seashore.&lt;br /&gt;&lt;br /&gt;From August 21st to October 10th, there are three programs offered at the Bodie Island Visitor Center. The Bodie Island Marsh Discovery Walk (1 hour) is offered Saturday and Sunday at 10 a.m., the Graveyard of the Atlantic talk is offered on Monday, Thursday, and Friday at 10 a.m., and the Sentinel of the Shore (30 minutes) is offered on Saturday and Sunday at 12 p.m. and Monday, Thursday, and Friday at 11 am.&lt;br /&gt;&lt;br /&gt;The summer program schedule will be in effect on Hatteras Island through September 5th—check the park website for program information, www.nps.gov/caha. From September 6th to October 10th there will be three 30-minute programs offered daily at the Cape Hatteras Lighthouse Pavilion; Outer Banks History at 11:30 a.m., Barrier Island Nature at 2:30 p.m., and Sentinel of the Shore at 3:30 p.m. Beach Walk is offered at 10 a.m. on Monday, Wednesday, Thursday, and Friday (1 hour), meet at the Old Cape Hatteras Lighthouse site. On Bodie Island Spit, the shoreline access corridor south of Ramp 4 to Oregon Inlet reopened to ORV and pedestrian access on Wednesday, August 16, 2011. The barrier islands of the North Carolina coast and the adjacent Pamlico and Albemarle sounds were the gateway to the rest of the state. Whoever could control these barrier islands and sounds could control North Carolina.&lt;br /&gt;&lt;br /&gt;Although early in the Civil War, the late August 1861 Battle of Fort Hatteras and Fort Clark, both Confederate forts near Hatteras Inlet, was a pivotal win for the Union. The Union attack signified many firsts in the war: the first combined Army and Navy operation, the first amphibious assault, and the first African American gun crew to fire on Confederates.&lt;br /&gt;&lt;br /&gt;To commemorate the sesquicentennial of this battle, the Friends of The Graveyard of the Atlantic Museum Flags Over Hatteras Committee and the National Park Service will be hosting a living history Civil War encampment on the grounds of the Cape Hatteras Lighthouse from 9 a.m. to 6 p.m.&lt;br /&gt;&lt;br /&gt;Saturday, August 27 and from 9 a.m. to 3 p.m. Sunday, August 28, 2011. The encampment will feature Union and Confederate Civil War re-enactor regiments representing regiments that were involved in the Hatteras Inlet battle action in August 1861. The event is free and open to the public.&lt;br /&gt;&lt;br /&gt;The encampment will be open daily for viewing and visitors are encouraged to walk through each camp to talk with re-enactors and view the various displays and exhibits being featured. The larger event includes a conference (registration required; go to &lt;a href="http://flagsoverhatteras.com/"&gt;http://flagsoverhatteras.com/&lt;/a&gt;) which features a powerful cadre of keynote speakers: authors James McPherson, Craig Symonds, and Ed Bearss. McPherson is known for his Pulitzer-winning book, Battle Cry of Freedom. As a former history professor of the U.S. Naval Academy, Symonds has published multiple works on Civil War naval battles. Bearss is a former National Park Service Chief Historian.&lt;br /&gt;&lt;br /&gt;As part of the Flags Over Hatteras event, the Graveyard of the Atlantic Museum in Hatteras Village will be offering free programs and a new Civil War exhibit called, “Flags Over Hatteras.” The exhibit will be open Aug. 22, 2011 – July 31, 2012, with special hours August 22-23 only of Monday—Saturday: 10 a.m.–5 p.m. and Sunday: 10 a.m.–4 p.m. The exhibit will showcase items and documents from across the country that are related to Eastern North Carolina activities and actions during 1861, with the primary focus being the Battle of Fort Hatteras and Fort Clark.&lt;br /&gt;&lt;br /&gt;On Thursday, August 25 at 2 p.m., there will be a dedication of a Civil War Historic Marker at the Graveyard of the Atlantic Museum in honor of 'Hotel De Afrique', the first safe haven for runaway slaves in the state, and also in honor of some of the first African Americans to fire against Confederate forces. After the Battle of Fort Hatteras and Fort Clark, news that Hatteras was controlled by Federal forces prompted many slaves to escape from the mainland and seek safe haven on Hatteras Island. Federal forces arranged for construction of 'Hotel De Afrique' to shelter the runaway slaves&lt;br /&gt;&lt;br /&gt;There will also be a “Ole’ Time Civil War Auction,” on Saturday, August 27, at 5 p.m. at the Hatteras Village Civic Center. The public is invited to participate, admission is free; see http://flagsoverhatteras.com for details.&lt;br /&gt;&lt;br /&gt;More about the 1861 Civil War Battle of Fort Hatteras and Fort Clark:&lt;br /&gt;In the 1860s Hatteras Inlet, between Hatteras and Ocracoke islands, was the most traveled and most vulnerable inlet on the Outer Banks. After North Carolina joined the Confederacy in 1861, soldiers and slaves constructed Forts Hatteras and Clark, at the southern end of Hatteras Island in an effort to control access into Pamlico Sound.&lt;br /&gt;&lt;br /&gt;The taking of Hatteras Inlet was an early priority for Union forces. On August 28, 1861, seven Federal ships opened fire on Fort Clark. The great Union ships with their long guns remained far out to sea, well beyond the range of the Confederates’ feeble artillery. By midday the poorly equipped Confederate troops at Fort Clark abandoned their stations and fled to Fort Hatteras. A small contingent of Union soldiers landed and took Fort Clark.&lt;br /&gt;&lt;div closure_uid_5af2id="134"&gt;&lt;br /&gt;&lt;/div&gt;At dawn Union ships began bombardment of Fort Hatteras. After hours of intense shelling, the Confederate commander surrendered the fort and its 700 men.&lt;br /&gt;&lt;br /&gt;The taking of Hatteras Inlet was a morale boost for the Union and marked its first victory in the war. This victory was so important that news was quickly dispatched to the White House, where President Abraham Lincoln, roused from bed in the middle of the night to receive the news, danced a jig in his nightshirt.&lt;br /&gt;&lt;br /&gt;With the breakthrough at Hatteras Inlet, the Union set its sights on Roanoke Island, seizing control of the island in February 1862. The fall of Hatteras Inlet and Roanoke Island opened eastern North Carolina to Union control. By the summer of 1862, the port cities of Plymouth, Elizabeth City, New Bern, Washington, Edenton, Hertford, N.C., and Norfolk, Va., had all fallen to Union forces. The vital rail line carrying supplies from Wilmington—North Carolina’s only remaining Confederate port—was also vulnerable. With the huge success at Hatteras and Roanoke Islands, the Union stranglehold on the South was ever tightening.&lt;br /&gt;&lt;br /&gt;Within two years of the Battle of Forts Hatteras and Clark, although the war was raging in places like Vicksburg and Gettysburg, the Outer Banks became a quiet duty station for the Union troops. The clashes of war had moved elsewhere. Just like the waves of the ocean, the waves of war had washed over the Outer Banks. In 1864 the Union decomissioned Fort Clark and moved the remaining soldiers to Fort Hatteras. By 1867 even they were gone.&lt;br /&gt;&lt;br /&gt;Today little physical evidence remains of the forts and battle sites.&lt;br /&gt;&lt;br /&gt;Change is a constant on these shores, just as it is in the annals of history. At this year’s Virginia Dare’s Birthday Celebration on August 18, activities will be taking place on the grounds at Fort Raleigh National Historic Site and at the Elizabethan Gardens.&lt;br /&gt;&lt;br /&gt;The National Park Service Fort Raleigh National Historic Site will offer free programs throughout the day.&lt;br /&gt;&lt;br /&gt;10:30 a.m., Life in the Roanoke Tribe - a family activity program. Meet at the picnic area near the Visitor Center.&lt;br /&gt;&lt;br /&gt;11:30 a.m., and 2 p.m., 1584-1590 Exploration and Colonization - a discussion on the mystery of England’s first attempt to colonize the New World. Meet at the Earthen Fort.&lt;br /&gt;&lt;br /&gt;3 p.m., The Algonquians - a discussion of the culture of the Algonquian people who lived on Roanoke Island. The fire ban has been in effect since June 23, 2011 due to the extremely hot and dry weather and many areas facing drought conditions.&lt;br /&gt;&lt;br /&gt;Beach fires are permitted on the National Seashore beaches of both Dare and Hyde County. The use of grills for cooking is also permitted. Extremely dry conditions persist in eastern North Carolina. Access to the grounds of the famed lighthouse and visitor center complex were temporarily closed to repave the entrance road and improve the parking areas. For thousands of years kites have been a simple and fun method of flight. As teenagers Wilbur and Orville Wright enjoyed building and flying the diamond shape kites with the long tails. In the strong, steady winds of Kitty Hawk the Wright brothers tested their gliders (1900, 1901, and 1902) by first flying them as kites. The success of their first controlled powered flight on the morning of December 17, 1903 can be traced back to the brother’s 1899 kite in their hometown of Dayton, Ohio.&lt;br /&gt;&lt;br /&gt;Come test the winds of Kitty Hawk; the program starts each day from 10 a.m. to 4 p.m. on the grounds of the memorial. Two tours will be given, one at 8:30 p.m. and a second at 9:30 p.m., each tour is limited to 30 people.&lt;br /&gt;&lt;br /&gt;Tickets must be purchased in advance. Full Moon Tour ticket sales will start on Wednesday, July 13. The lighthouse ticket booth is open from 8:15 a.m. to 5:40 p.m. daily. Full Moon Tour tickets are non-refundable.&lt;br /&gt;&lt;br /&gt;As there are no lights inside the lighthouse, climbers will navigate the257 stair staircase using handheld flashlights. During the climb, park rangers will provide stories of the arduous duties of the lighthouse keeper. From the watch room, visitors will be able to view the light up close and in motion and hear of the operation of the beacon, past and present - a truly unique experience. Outside on the lighthouse balcony (weather permitting) climbers will get a glimpse of what the lighthouse keepers of old were able to experience - seeing that beam of light reaching out to sea and the startling reflection of the newly risen moon on the ocean.&lt;br /&gt;&lt;br /&gt;Things to know:&lt;br /&gt;&lt;br /&gt;1. Full Moon Tour tickets, limited to the first 60 purchasers, must be purchased in person, in advance, at the lighthouse ticket booth. Full Moon Tour ticket sales will begin Wednesday, July 13. It is anticipated that tickets will sell out early. Standard admissions fees apply - $7 for adults, and $3.50 for children (11 and under) as well as seniors (62 and older). The lighthouse ticket booth, located at the lighthouse site, is open from 8:15 a.m. – 5:40 p.m. daily.&lt;br /&gt;&lt;br /&gt;2. Each participant must bring a handheld flashlight with fresh, serviceable batteries.&lt;br /&gt;&lt;br /&gt;3. All participants are required to be at least 42 inches tall and must climb the steps on their own – they can not be carried! If unsure, check with the park rangers before purchasing your non-refundable ticket. Also, keep in mind that some youngsters, although meeting height requirements, may not enjoy the dimly lit, sometimes claustrophobic environment.&lt;br /&gt;&lt;br /&gt;4. Children under 12 must be accompanied by an adult (16 years of age or older).&lt;br /&gt;&lt;br /&gt;5. For safety reasons, all participants must climb and descend with the group. No exceptions.&lt;br /&gt;&lt;br /&gt;6. Know your limitations! The lighthouse is tall, dark, often hot, humid, and can be a challenge to climb. There are no internal lights or air conditioning.&lt;br /&gt;&lt;br /&gt;7. All routine lighthouse safety requirements, as well as restrictions as to eating, drinking, gum etc., apply. A wide variety of programs are being offered.&lt;br /&gt;&lt;br /&gt;Summer programs on Hatteras Island at Cape Hatteras National Seashore will run from May 27 – Labor Day. Programs at Fort Raleigh National Historic Site, Wright Brothers National Memorial, and Bodie and Ocracoke Islands on Cape Hatteras National Seashore will start on June 12 and run through August 20.&lt;br /&gt;&lt;br /&gt;Additionally, on May 27, the visitor center and museum at the Cape Hatteras Lighthouse will be open for the extended hours of 9 a.m. to 6 p.m. daily.&lt;br /&gt;&lt;br /&gt;The lighthouse itself will open for the extended hours of 9 a.m. to 5:30 p.m. The visitor centers at Fort Raleigh National Historic Site, Wright Brothers National Memorial, and Bodie and Ocracoke Islands on Cape Hatteras National Seashore will remain open from 9 a.m. to 5 p.m. daily.&lt;br /&gt;&lt;br /&gt;Given the 150th Anniversary of the Civil War commemoration, Outer Banks Civil War programs are being given at both Fort Raleigh National Historic Site and Cape Hatteras National Seashore.&lt;br /&gt;&lt;br /&gt;Three special tours will be offered this summer: Coast Guard Station Tour will provide an up-close look at Coast Guard operations and vessels at Oregon Inlet and Hatteras stations; Old Days at the Hatteras Weather Station relays the history of this recently restored building and U.S.&lt;br /&gt;&lt;br /&gt;Weather Bureau operations on Hatteras Island; and Night Climb – a guided night tour of the Cape Hatteras Lighthouse offered twice every Thursday evening (a pre-registration program – see the park website for details).&lt;br /&gt;&lt;br /&gt;Evening Campfire programs are offered at the Seashore on Tuesday, Wednesday and Thursday evenings. Enforcement of the restriction will begin at midnight on April 30, 2011. The 10:00 p.m. to 6:00 a.m. prohibition on beach driving will remain in effect until November 15, 2011. Under the terms of the consent decree the National Park Service (NPS) may issue permits between September 16 and November 15 to authorize night driving on Seashore beaches between the hours of 10:00 p.m. and 6:00 a.m. The NPS retains the discretion to limit night driving to certain areas or routes, based on resource protection considerations&lt;br /&gt;&lt;br /&gt;Cape Hatteras National Seashore provides crucial nesting habitat for loggerhead and green sea turtles, as well as the occasional leatherback.&amp;nbsp; Loggerhead and green turtles are currently listed as threatened under the Endangered Species Act and leatherbacks are considered endangered. Sea turtles typically lay nests at night between May and September, when adult turtles come ashore to deposit around 100 ping-pong ball sized eggs into a cavity in the sand. While nesting, these turtles are susceptible to human disturbance on the beach. If a nesting turtle is disturbed, it may not nest at all, or may lay a nest in a less than optimal area. Once laid, eggs will incubate in the sand for 50-70 days before the hatchlings emerge and make their way to the ocean. The hatchlings will use light cues in order to find their way from their nest to the sea, making them vulnerable to artificial lights from houses, piers, headlights, beach fires and lanterns. Although studies vary, it is estimated that only 1 in 1000 to 1 in 10,000 hatchlings will survive to adulthood. Ten to 15% of the turtle nests laid in North Carolina are laid on Cape Hatteras National Seashore beaches.&lt;br /&gt;&lt;br /&gt;The night driving restriction will be posted at all Seashore ORV access ramps. The regulation is enforceable by NPS law enforcement rangers and violators are subject to up to six months imprisonment and up to a $5,000 fine. If the program is cancelled due to weather, the ticket holder may exchange the ticket the following morning, April 18, between the hours of 8:15 a.m. and 9:15 a.m. for a replacement ticket useable only on April 18.
